Travel: CONUS/OCONUS travel may be required – up to 25%

 

PCI has an exciting opportunity for a Program Manager to support the Numerical Weather Modeling program, which is within the Weather Systems Branch and the Digital Directorate, and located at Offutt AFB, NE

 

 

RESPONSIBILITIES:

  • Support activities that assist the government program manager in assessing what projects are within schedule and cost baselines; including collaboration with requirements managers and external research, development, testing, and engineering (RDT&E) organizations
  • Formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives
  • Effectively communicate orally and in writing, providing quality acquisition and project documentation (briefings, documents, plans, etc.) to both AFLCMC leadership and user community organizations
  • Assist in reviewing contractor deliverable status and milestone schedules, status reports, and cost performance reports
  • Prepare briefings and reports in direct support of the program management function, including cost trades discussions and project reviews
  • Support and develop various briefings/schedules of project status and acquisition tasks to senior management
  • Assist program managers with analyzing requirements, developing derived requirements; then craft Performance Work Statements and Statements of Work associated with needed capabilities
  • Perform evaluations on vendor proposals for Numerical Weather Modeling solutions and associated with Air Force Weather operational requirements
  • Evaluate existing and new weather requirements, develop primary and alternative solutions and estimates, and ensure proper and complete software delivery in accordance with project requirements and specifications
  • Participate in program reviews, IPTs, project implementation meetings, customer meetings, cyber security meetings, and test activities associated with Air Force Weather functional and shared Numerical Weather Modeling systems.  Author requirements or tasks for prime contractor to perform software development for a variety of Numerical Weather Modeling components, systems, or capabilities.
  • Coordinate with other Air Force Weather programs/projects to ensure smooth integration of Numerical Weather Modeling software application deliveries within the Air Force Weather enterprise

 

QUALIFICATIONS:

  • Bachelor’s degree and 10 years of program/project management experience
  • DoD program/project management experience
  • Must have knowledge of the principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02; as well as standard DoD contracting processes
  • Knowledge of and/or experience in Agile Software Development Methodology is desirable
  • Demonstrated ability to work effectively in an multi-functional team environment
  • Excellent written and verbal communication skills
  • Highly proficient with computers and software applications, including Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook, SharePoint, etc.)
  • Expert attention-to-detail and highly organized
  • Possess and maintain a Top Secret security clearance
