Sean Battle

Co-Founder and CEO

Sean has 30 years of distinguished experience in the Intelligence Community (IC) and the Department of Defense. Sean began his career as a Signals Analyst in the US Air Force. Prior to co-founding PCI, Sean served as a Civilian Executive with the National Security Agency where he was responsible for the End User Computing Portfolio for the Agency. In this role, he was responsible for developing and executing a technology modernization plan for all Agency employees.

As PCI CEO, Sean leverages his extensive management and leadership experience in the development and execution of PCI’s strategic plans, contract management, and business development. Under Sean’s leadership PCI has won 4 Prime contracts, expanded to 14 states, and has repeatedly been recognized as one of the best places to work in the Mid-Atlantic area. In a very competitive market, Sean’s strategic planning has been crucial in enabling PCI to evolve from its infancy, through the small-business set aside world, and now to the full and open marketplace.

Sean holds a J.D. from the University of Maryland, Baltimore, School of Law, and a B.S. in Business Administration from Hawaii Pacific University. Sean has been a member of the Maryland Bar for 16 years and is active in the Armed Forces Communication Electronics Association (AFCEA) and the Fort Meade Alliance (FMA).

Vance Mitzner

Co-Founder and CTO

Vance has more than 34 years of experience in Network and System Engineering, Design and IT Service Architecture with customers in the Federal Government and US Department of Defense. Prior to PCI, Vance led network engineering efforts for Northrop Grumman and Booz Allen, and was an Independent Consultant for the modernization of an Agency Wide Area Network.

As PCI’s Chief Technology Officer, Vance has led a company transformation from an Enterprise IT niche to a proven solutions-provider for Cloud Migration, Analytics development, and Cyber Operations. With a commitment to internal research and development, and strategic vendor partnerships, PCI’s technical delivery is poised to expand into several new markets to provide additional challenging opportunities for our diverse and global workforce. He has inserted corporate collaboration tools to enable the global workforce to learn, share, and develop in a cohesive and virtual manner.

Vance has a MS degree in Computer Science from The Johns Hopkins University and a BS degree in Electrical Engineering from The University of Maryland.

Don Whitfield

Co-Founder and COO

Don is an accomplished leader, entrepreneur, and operational executive. Over his 20+ year career as a military officer and private sector executive, Don has built a reputation as an innovator and results focused strategic thought leader doing business collaboratively and ethically. Prior to joining PCI, Don served as the Senior Director of IT Operations with SI International’s Intelligence Business Unit where he was responsible for the delivery of IT services to several Federal Agencies.

As the Chief Operating Officer of PCI, Don is responsible for the day-to-day operations and administration of PCI. He has been instrumental in creating and laying out the staffing and management processes and expectations that have led to sustained growth to a current 350 employees, operating in 14 states, including the buildout of a new training center outside of Hanscom AFB. With a global footprint, Don is constantly addressing corporate communications and employee development that is continually recognized through annual employee surveys.

Don is a proud third-generation Veteran having served with distinction in the United States Army Corps of Engineers where he attained his Airborne and Ranger qualifications. Don is a graduate of Loyola University with a MBA and a graduate of The Citadel with a BS in Civil Engineering.

Josh Kinley

Co-Founder and CFO

Josh has more than 20 years of experience in the Intelligence Community (IC) and the Department of Defense (DoD). His experience started with the U.S. Army as a Military Intelligence officer, then became an advisor to IC senior executives as a management consultant, and now 12+ years as a co-founder and senior executive at PCI.

His experience overseeing and advising large defense-related programs and budgets made for a natural transition to becoming the CFO of a rapidly growing company. His knowledge of federal procurement regulations, budgets, and processes has been instrumental in PCI’s growth, ongoing infrastructure development and strategic initiatives. Josh’s expertise on bank relationships and corporate financial health has been critical in enabling the company to expand into new markets, hire strategic personnel, and to aggressively chase new business.

Josh holds an MBA from Johns Hopkins University with a focus on IT Management and a BS degree in Life Sciences from the United States Military Academy at West Point.
